PGOLID Board Passes Resolution Asking Otter Tail County to Adopt Periodic Septic Inspections
At its September 8, 2026 meeting, the PGOLID Board voted 8-0 to adopt a resolution asking the Otter Tail County Commission to establish a program of periodic spot inspections for individual septic systems serving properties on Pelican, Little Pelican, Fish, and Bass Lakes. The resolution was sent to the County on September 18, 2026.
Why the Board acted
There are roughly 1,220 septic systems and holding tanks in the district. A 2024 engineering study found that about 27% are noncompliant, 20% are estimated to already be affecting lake water, and 81% show insufficient maintenance — and that more than half of these systems are 33 to 52 years old. Today, septic systems in Otter Tail County are only inspected when a property sells, a permit is sought, or a complaint is filed. There is no regular, calendar-based check that would catch a failing system between those events, which for long-held lake properties can mean decades between inspections.
What the resolution asks for
The resolution asks the County to develop and implement a spot-check program that would run inspections between April 1 and October 1 each year, prioritized by system age, proximity to water, and past compliance history; give owners clear notice and a full year to fix any problems found; have the County step in and arrange repairs (billed to the owner through property taxes) only if that deadline is missed; enforce progressively, aiming to fix problems rather than punish owners; and report back to PGOLID regularly on inspections and outcomes.
What’s next
The resolution has been referred to Otter Tail County for the Commission’s consideration. It asks the County to direct staff to study how such a program could be designed, funded, and staffed — it doesn’t create new rules by itself. PGOLID will share updates as the County responds.
