Chapter 2: Goals

The Pelican Group of Lakes Improvement District (PGOLID) was formed to identify, quantify, study, and manage water resources as to preserve quality. Goals that have led to this report were outline by PGOLID early in 2002. The overall scope can be broken into tasks by subject.

2.1 Water Quality Evaluation

Goals for establishing water quality include:
   .  Interpretation and analysis of existing lake data
   .  Identification of all potential sources of lake water pollution, e.g. septic, chemical, runoff, etc.
   .  Stream monitoring
   .  Collection of new lake water quality data
   .  Evaluation of wetlands for wildlife and water quality services
   .  Characterize lake sediments to evaluate potential for nuisance growth of Eurasian water milfoil.

2.2 Fishery Status

Goals for establishing water quality include:
   .  Interpreting existing data
   .  Evaluation of habitat conditions
   .  Evaluation of fisher options

2.3 Wildlife and Aesthetics

Goals for establishing water quality include:
   .  Evaluate shoreland conditions
   .  Recommend ways to improve natural areas

2.4 On-Site Systems

Goals for establishing water quality include:
   .  Review and conduct additional Fecal Coliform testing if necessary
   .  Check dinking water for nitrate levels
   .  Conduct a septic leachate survey
   .  Hotspot delineation
   .  Evaluate alternatives, e.g. city sewage

2.5 Lake Use and Recreation

Goals for establishing water quality include:
   .  Evaluate boating impacts
   .  Evaluate crowding potential
   .  Evaluate public access control

2.6 Lake Management Program

Goals for establishing water quality include:
   .  List ongoing programs and projects
   .  List of new lake management recommendations
   .  Identify funding sources
